Position: Construction Manager – Project Manager (CM-PM) for EHRM Infrastructure Upgrades

This initiative will ensure the successful modernization of healthcare facilities for veterans, providing cutting-edge infrastructure improvements.

Why We Need You
As a Construction Manager – Project Manager (CM-PM), you will be critical in overseeing the construction phase of the EHRM infrastructure upgrades project (689A4-24-700). This role involves managing the construction activities, providing expert consultation to the Contracting Officer Representative (COR), and ensuring adherence to project schedules, budgets, and quality standards. You will contribute directly to enhancing healthcare services for veterans by ensuring the successful execution of this complex and impactful project.

Here’s What You’ll Be Doing
Construction Period Phase Responsibilities:
  1. Project Financial Data Monitoring:
    • Assist the COR with budgetary cost accounting and financial tracking, including maintaining spreadsheets for project funds, obligations, payments, and planned expenditures.
    • Support the development of change order documentation, cost estimates, and contract administration.
  2. Scheduling and Progress Monitoring:
    • Maintain daily project activity logs and analyze progress against the master project schedule.
    • Identify schedule slippages and recommend corrective actions to the COR.
  3. Progress Meetings:
    • Attend weekly or bi-weekly project meetings to review project schedules, submittal status, RFI status, and payment processing requirements.
    • Document progress and provide regular updates to the COR.
  4. Testing and Inspection Services:
    • Support the COR in engaging and managing independent testing agencies for quality control services, including testing of soils, concrete, steel, fireproofing, and more.
  5. Claims Analysis and Support Services:
    • Provide assistance with claims/dispute resolution, including preparing reports, conducting risk assessments, and evaluating claims.
    • Offer expert testimony and support the COR in negotiations, time impact analyses, and other required documentation.
General Program Support:
  • Offer expert consultation and comprehensive program support to the COR and project stakeholders.
  • Ensure compliance with safety regulations, quality standards, and project specifications.

You Need These Qualifications
  • Must have US Citizenship for Public Trust Clearance.
  • Education:
    • Bachelor’s degree in Construction Management, Engineering, Architecture, or a related field from an accredited institution.
  • Experience:
    • At least 7 years of professional experience managing facility construction projects, including supervision of engineering, design, construction, cost management, and scheduling.
    • Demonstrated experience in financial tracking, claims resolution, and quality assurance monitoring.
    • Preferred: Experience with VA-specific projects or healthcare facilities.
  • Skills and Capabilities:
    • Expertise in project scheduling, budget management, and claims analysis.
    • Ability to lead meetings, coordinate with stakeholders, and provide clear recommendations for project adjustments.
    • Knowledge of federal construction standards and safety regulations.

It Would Be Nice If
  • You hold a PMP (Project Management Professional) certification.
  • You have experience with EHRM or healthcare modernization projects.
  • You have familiarity with independent testing agencies and construction quality assurance processes.
