Salary Range: $110,000 – $125,000+ (Total compensation exceeds base salary)
Position Summary:
SteerBridge Strategies is seeking a qualified Civil Engineer to support a major rehabilitation project for the U.S. Department of State’s Bureau of Overseas Buildings Operations (OBO) in Athens, Greece. The selected candidate will provide onsite construction oversight, quality assurance, and engineering support throughout the 24-month project.

SteerBridge Strategies is seeking a qualified Civil Engineer to support a major rehabilitation project for the U.S. Department of State’s Bureau of Overseas Buildings Operations (OBO) in Athens, Greece. The selected candidate will provide onsite construction oversight, quality assurance, and engineering support throughout the 24-month project.
- Provide field-based Quality Assurance (QA) for civil construction activities
- Review contractor submittals and assess Requests for Information (RFIs)
- Maintain and update project logs for RFIs, submittals, and inspections
- Evaluate monthly contractor pay applications for accuracy and progress
- Review design calculations, drawings, and technical data for engineering compliance
- Develop and assist with Independent Government Estimates (IGEs)
- Support final commissioning and turnover of civil systems
- Prepare monthly engineering progress reports and participate in project meetings
- Ensure construction activities comply with applicable safety standards (EM 385-1-1, OSHA) and International Building Codes
- Coordinate with Project Director, Government stakeholders, and contractor teams
- Bachelor’s degree in Civil Engineering, Architecture, or Construction Management from an accredited U.S. university
- OR a current Professional Engineer (PE) license in lieu of a degree
- Minimum 7 years of experience in vertical construction projects of similar scope and dollar value
- Design-only office experience does not count toward this requirement
- Final Secret clearance (or higher), or Interim Top Secret at the time of proposal
- Ability to obtain and maintain a Final Top Secret clearance
- Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint)
- Previous experience with Department of State OBO projects
- Experience on overseas construction projects
- Professional Engineering License, Registered Architect, or Certified Construction Manager certification
- Knowledge of international codes and standards
- Expertise in final commissioning processes is a plus
